Clark Milner

Clark Milner has extensive experience at the center of formulating policy and advising on regulatory, legislative, legal, and strategic matters in the second Trump White House, as well as in the United States Senate.

Clark served in the Trump West Wing during the President’s second term as a Special Assistant to the President who coordinated development and implementation of domestic policy across the Administration, including on healthcare, housing, financial services, college sports and media, immigration, labor, education, regulatory matters, and election policy.

Prior to joining the Trump White House in January 2025, he worked for four years at the other end of Pennsylvania Avenue as Deputy Chief of Staff for Policy and Chief Counsel to Senator Bill Hagerty, where he was the Senator’s chief advisor on legal, policy, and strategic matters. In this role, he drafted and evaluated legislation with implications across myriad industries and policy areas, advised on oversight matters, and generated high-impact communications measures, such as op-eds and floor speeches.

Clark previously served as Deputy Counsel to two Tennessee Governors, after working in private legal practice in Nashville and serving as a law clerk to a U.S. District Judge.
